Maybe it's my imagination but they always seem to be at 10 and 2 (my time/ firaxis time)

No. The posting on twitter seems to get later and later on social media. Usually not before 16:00 CET. From my memory firaxis used to be stricter on releasing their PR in the past. When the 10 leaders were announced officially on last expansion it was usually stipt on 16:00 CET.

The most likely hour today, according to past practice, is 15.00 GMT / 16.00 CET / 10.00 EST.

Since bite is awake, it will most likely happen at 18.00GMT / 19.00 CET / 13.00 EST.

Edit: most likely as in, if it were today. Which might very well not be, lol.

But if they're working on something else, could they at least release a bug fix patch? The fact that they haven't released one is making me think even more that they must have something in the works, but the silence...
