Game wont even start

Just bought the game of the year edition on steam and whenever I try to start it, the game loads in a smaller window for a split second, just a black screen, and then goes away. I then receive an error that isn't very specific at all. Here is my DxDiag

I'm not at all good with technical help, but just to point you towards this (assuming you can access that now expired announcement) if it helps solve your problems:

Thanks for the reply, I have tried 1 twice to no avail, and I did not have that file in the civ 5 games folder in my documents
 
Yea I did that twice and it keeps saying that there is one file missing and says it is going to get it, but when i run that same process it still says there is one file missing
 
Your graphics card is totally below the minimum specs...miles. People have reported that they somehow got it to run with that card, but not with 5 years old graphics drivers ;).
-> update the drivers, then it might work (totally slow and ugly, but well...that's the best you can get with that machine).
 
I thought I had the most recent drivers for this card? do you know where i could find them?
 
...ew...just checked it, seems to be normal.

Okay, then...first try the latest driver for your laptop (download).

If this still doesn't get the game to work, you'll have to try to circumvent this whole thing (instructions by Intel).
 
So i downloaded the latest driver like you said in your post, still was unable to run the previous link you provided me. Then I tried to follow the circumvent instructions but i was unable to download the zip file for the drivers, also it said my drivers were up to date...So something is definitely wrong with my hardware
