Unless I'm living in a totally different world where Fallout is a entirely different game this will make sense...
1) The original Fallout had children in it. The company at the last minuite had them removed (I believe that some nations have laws against killing children, because that is why games like GTA do not have them at all) However, their way of removing them was to badly patch over the code just before shipping. Therefore, it proved very easy to bring back the children with a small patch. It's worse for Fallout 2 - the kids there were also removed, but their 'floating text' and their missions were still there. Simply put, they were still there, but you could not see them or talk to them.
2) You were able to take aimed shots with weapons. You could aim at Head, Torso, all 4 Limbs and Groin (or equivilant) This could come in handy if you want to cripple a man's arm when he is using a minigun (so he can't use it) or to blind someone so they can't shoot straight. You can cause extra pain by shooting 'down there' and so kill them quicker.
Wouldn't mind a new Kidd...
