And Moshka. This ability further rewards you for having built holy sites and temples by letting you faith-buy the worship building for 1/10 of its usual cost. It's practically free.

A plains lumber mill is okay if you've used grassland cattle or something to continue to grow and support the use of the plains mill, but on its own that one food isn't enough to grow a city. A tundra lumber mill is markedly worse than a plains lumber mill, because you'll have no grassland to support a growing population and, in all likelihood, you'll be required to make builders and use charges to turn worthless one food tundra tiles into equally worthless two food tundra farms. For that effort you're better off working two tundra mills and just capping at 2 population.

I'm sad to see Phillip go. +4 Combat strength is a free card (Wars of Religion) which you can stack with to make for +8. The idea is you conquer a city of another religion by leveraging this bonus, then use an Inquisitor to completely wipe that foreign religion (eliminating the negative religuous loyalty penalty too).

I'm baffled by how much this ability has been downvoted. +40% district production a desert city in exchange for one (1!) builder charge is nothing to sneeze at. +20% for FREE isn't bad either. Surely there are worse abilities than this one still in the running.

It's basically Caravansaries (a card you'd only use when strapped for cash) except you also give free food to your opponents!! Most trade bonuses are underpowered (the only exception is Pachacuti), and this one is likewise. The alliance points are nice I guess.

7. Dido - Founder of Carthage [14] = 17 - 3. The Move Capital project into the colonial taxes policy and Casa De Contracion strategy requires time and bit of luck in order to pull off. First off the Move Capital project tends to require a lot of production and getting that production in a coastal city not on your original continent requires some decent, uninhabited land and an a lot of investment into that city. Next getting Casa De Contracion isn't guaranteed on higher difficulties. And even if you do all of that, colonial taxes doesn't come until the industrial era which is quite a ways into the game. It can be powerful if you pull it off but other civs have equally powerful strategies that come earlier and are easier to implement.

5. Cleopatra - Mediterranean's Bride [7] (6 + 1) This is insanity. Cleo's ability is really good! It's actually +4 gold per turn for international trade routes that you create, not +2. You also get the +2 gold from foreign trade routes, which makes Egypt an attractive trading partner, which leads to more trade. More trade is more gold with Reyna, better diplomatic relationships, more roads, etc. And, I mean, +4 gpt from every trade route that you create. That's a lot of gold and it comes very early in the game. The alliance points aren't bad, either.

To pretend, just like the Hungarian civ bonus these terrain based bonuses occur frequently enough to matter is not based in reality of how the game plays. I maybe have had 20% of my cities be able to place a pyramid where this bonus starts to apply. Play 10 games to 100 turns of this civilization and come back and tell us the pyramid placement made a difference.

37. Suleiman - Grand Vizier [19] (18 + 1) Just finished a diety domination game with these guys. Serasker is the best domination governor promotion in the game period. For 2 promotions you get +10 CS to attacks against districts in a 10 tile radius. This is a long way. I'm not sure what juicier promotions might be had for a domination civ that you are missing out on. This made city assaults stupid easy all game long because +10 is always the same increase no matter the unit or the era. The Jannisary is 50% production and resource cost of a musketman so super cheap. With a free promotion they are just ridiculous. I was capturing cities losing no population, putting Ibraham down and getting 4 turn jannisaries in a occupied city. People have not played this leader if they are downvoting for the reasons being said.

Pachacuti - not the worst ability but he's dead anyway so let me finish his suffering. Also the least useful from three trade route abilities - only domestic, only food, and only if you send from mountain heavy city... And even with Incan abilities mountain tiles are worse than regular tiles. Mountain Portal is very cool in theory but rarely useful in practice.

Saladin - worship buildings are quite good and with Saladin not only they can be built almost for free (and remember you have access to them guaranteed) but also they give a city permanent +10% to science, culture and faith. Why is this ability rated so low again?
 
:scan::crazyeye: Move Capital is expensive precisely because it's so strong. Your new city gets capital bonuses, you get a whole continent coast to yolo with, and the consolation prize for your previous capital city is a set of bonuses equivalent to an uber wonder for most of your cities if you only slot one card.

Building many Faith districts isn't really bad for a science win as you can use the faith to purchase so many settlers and builders. Faith is currently really strong as long you don't use it to spread your religion. Just take the culture equal to faith output and you can forgo the culture districts.
