A tundra lumber mill is markedly worse than a plains lumber mill, because you'll have no grassland to support a growing population and, in all likelihood, you'll be required to make builders and use charges to turn worthless one food tundra tiles into equally worthless two food tundra farms. For that effort you're better off working two tundra mills and just capping at 2 population.
I'm sad to see Phillip go. +4 Combat strength is a free card (Wars of Religion) which you can stack with to make for +8. The idea is you conquer a city of another religion by leveraging this bonus, then use an Inquisitor to completely wipe that foreign religion (eliminating the negative religuous loyalty penalty too).
