2. Arabia - Madrasa [22]
3. Australia - Outback Station [23]
5. Brazil - Street Carnival / Copacabana [7]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [10]
8. Cree - Mekewap [17] 16+1 Who cares last time it was ranked #3. Who cares it gets another gold and producton boost before polder is available. Who cares polder cannot be placed in every city, while Mekewap can be multiple times in every city. Who cares polder in atomic era still gives worst yields than Mekewap in renessaince, unless very specific lake shape. Lotrmith knows better, this is the first unique to eliminate now and Mekewap cannot even equal with mighty polder! 4 times in a row.... I don't even know how to call this.
9. Dutch - Polder [12]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [8] 11-3 I reaaly like improvements that give full housing, but beside this it onl gives some limited faith over regular farm in a triangle
20. Indonesia - Kampung [24]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [20]
24. Korea - Seowon [19]

11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [8]
20. Indonesia - Kampung [25] = 24+1 - My favourite - before mainly good for culture but now with the buff of coastal cities (whether Mausoleum or campuses) it makes it very relevant for science games. Have a nice +4 reef campus with Indonesia, surround your water resources with these bad boys, and you have a 2 land-tiles island cities with great science, good production, nice housing and a lot of fun. So nice and so strong.
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17] = 20-3. I wouldn't build this just because of the partisan recruiting spying thing that the AI really loves to pull. Having a bunch of barbarian pillaging all your empire late game when you are doing this final push for whatever you are going to do seems just not worth it. Or has this been changed in time?
24. Korea - Seowon [19]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [8]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [3]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [22]
44. Sweden - Queen's Bibliotheque [4]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [23]
5. Brazil - Street Carnival / Copacabana [4] (7-3) I've never really been impressed by this. It doesn't seem to really make an impact in my Brazil games. I love their rainforest adjacency and appeal, and especially their mighty battleship, but I can pass on this.
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [10]
8. Cree - Mekewap [17]
9. Dutch - Polder [12]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [8]
20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [19]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [8]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [4] (3+1) I don't think this should stick around that much longer, but wanted to least give it an upvote. It doesn't look good on paper, but it's a free amenity in every city for the price of a builder charge, which synergizes so well with keeping your cities ecstatic, and thus continuing to be able to use their fantastic civ Ability.
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [22]
44. Sweden - Queen's Bibliotheque [4]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24] (23+1) I think this is overpowered bordering on the absurd.
5. Brazil - Street Carnival / Copacabana [1] (4-3) I want to like this, but it just suffers too badly from bad district balance. I played a game recently because I thought the idea of an early rush towards Merchants and Engineers sounded fun, but in the end, it was not before Renaissance I found myself having time to build this district and run this project instead of other things more urgent for my immediate survival.
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [10]
8. Cree - Mekewap [17]

7. China - Great Wall [10]
8. Cree - Mekewap [17]
9. Dutch - Polder [12]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]

26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [9] [8 -> 9] Cavalry still dominates and mongolian one even more so. More speed is Always nice and the combat xp is also nice.
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [4]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19] [22 -> 19] Should be rated like golf course and ice hockey rink. While it have big numbers, it simply come too late for being anything but an convenience. Also it is quite boring since it only need 5 cities placed in different terrain to get its full effect.
44. Sweden - Queen's Bibliotheque [4]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]

11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [5] = 8 - 3 I want to like this, but honestly it just messes up my farming triangles. So does the Cree UI, but their UI puts up impressive numbers, this does not.
20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [19]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [9]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [5] = 4 + 1 please don't downvote this as some protest vote. I get that most of you don't care about amenities, but with this Civ amenities are king. I'll upvote it like I did the Bath. Both are useful, this even more so because of the rest of their kit.
41. Spain - Mission [22]

20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20] (19+1) Yes it's boring but it does get the job done.
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]

35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [2] (5-3) Not as good as the other one-per-city improvements which are taking a beating this time around! (Not a protest vote, although golf is second only to cricket in my list of least liked sports)
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
44. Sweden - Queen's Bibliotheque [4]

5. Brazil - Street Carnival / Copacabana [1]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [10]
8. Cree - Mekewap [18] Amazing income and growth, synergising extremely well with the trade route bonus.
9. Dutch - Polder [9] When you play as the Dutch, you will very rarely get good sites for these, despite the only moderate benefits. Play as another civ and you will constantly find super sites, though...
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]

44. Sweden - Queen's Bibliotheque [4]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]
5. Brazil - Street Carnival / Copacabana [ELIMINATED] = 1 - 3. I'd like to see amenities matter more, then this and other entertainment buildings might be useful. Alas, that's not how the game is currently.
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [10]
8. Cree - Mekewap [19] = 18 + 1. I'm not understanding the Mekewap hate. I don't think it's a top 3 ability either now or in R&F. But it does provide some nice housing at a time when your only other source of housing is basically farms and granaries. That plus some production and gold makes this a solid UI.
9. Dutch - Polder [9]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]

42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
44. Sweden - Queen's Bibliotheque [4]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11] (10+1) This is what I build in the ice at the top/bottom of my civ. The yields are insane and the ridiculous culture will carry you to an easy win through either flight related tourism or not having to dedicate anything to building up your culture otherwise so you can focus on war/science/whatever. Think this is being underrated.
8. Cree - Mekewap [19]
9. Dutch - Polder [9]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]

38. Russia - Lavra [29]
39. Scotland - Golf Course [2]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
44. Sweden - Queen's Bibliotheque [1] (4-3) I dislike that you need to sacrifice a government plaza building for this, it really pigeonholes you into playing Sweden one way.
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11]
8. Cree - Mekewap [19]
9. Dutch - Polder [10] (9+1) Turns coastal tiles into something actually useful like the Kampung, and imo has more potential placement spots on the new popular maps like Small Continents and Continents and Islands.
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [2] (5-3) Surprised this is still around.

33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [2+1=3]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
44. Sweden - Queen's Bibliotheque [1-3=eliminated]
45. Zulu - Ikanda [16]

Bibliotheque is not bad but but it's justnly one building after all, and prevents you from other gov tier 2.

Golf course - eh, I just symbolically upvote it because of synergy with Scottish ability. It makes those powerful prod/sci bonuses easier to get and works in every city.

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11]
8. Cree - Mekewap [20] (19 + 1) Should not be getting downvotes yet. The yields kick in very early, and provide a range of Food, Production, Gold and Housing. Probably a Top 10 infrastructure.
9. Dutch - Polder [10]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [22]
19. India - Stepwell [ELIMINATED] (2 - 3) Letting the Golf Course stay instead of this. While I do appreciate the extra Housing and Faith, it is basically a Farm that messes up Farm triangles.
20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]

9. Dutch - Polder [10]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23] (22 + 1) I'm upvoting a second time because it got a downvote for no good reason. One of the best improvements in the game now.
20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]

36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
39. Scotland - Golf Course [3] (3 - 3) Elimintated! The worst of the terrible one per city improvements.
41. Spain - Mission [22]

9. Dutch - Polder [11] [10 +1] I think Mekewap is probably pound for pound a better improvement, but I also think Polders are better that others left on this list. Not sure why it has become a contest between the two.
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23]
20. Indonesia - Kampung [25]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [6] [9-3] I don't think there is anything inherently wrong with the Ordu, but it hits an awkward spot between its power level and design. It's not particularly interesting in a way that would get a vote (like the Prasat), nor is it boring but insanely powerful (like the Seowon). It's just... nice?
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [23]
38. Russia - Lavra [29]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [24]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11]
8. Cree - Mekewap [20]
9. Dutch - Polder [11]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23]
20. Indonesia - Kampung [22] (25-3) Great for improving lackluster tiles, but this means you have very little decision-making to do regarding these. Spam them everywhere because why not. Still an amazing improvement so I'll only downvote it a little
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [6]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [28]
36. Poland - Sukiennice [21]
37. Rome - Bath [24] (23+1) Not many UIs make me actually reposition the cities themselves as well as the UI. +1 for forcing interesting city-planning!
38. Russia - Lavra [29]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [21]=24-3 I never quite fathom the hype around this thing. It depends on pasture availability for good yieds. The extra yields at steam power are ok, but the truly strong and impactful yields are unlocked with rapid deployment, which is way too late into the game.
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11]
8. Cree - Mekewap [20]
9. Dutch - Polder [11]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23]
20. Indonesia - Kampung [22]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [6]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [29]=28+1 I do think this is even better than the Lavra. The Lavra needs to go with a Theater Square to support all the great works, otherwise the Great people are useless. The Cothon is just efficient and powerful within itself.
36. Poland - Sukiennice [21]
37. Rome - Bath [24]
38. Russia - Lavra [29]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
45. Zulu - Ikanda [16]

2. Arabia - Madrasa [22]
3. Australia - Outback Station [21]
6. Canada - Ice Hockey Rink [14]
7. China - Great Wall [11]
8. Cree - Mekewap [21] (20+1) Pretty telling that despite one person's best efforts this is actually gaining points. I guess we'll just do this for the next few days. Available early and ridiculously easy to take advantage of.
9. Dutch - Polder [11] I'm not going to vote these down right now because targeting one thing this early in the game runs counter to the rules of the game, but in 3 games as the Dutch I can count the number of these I've been able to build on both hands. Not for lack of wanting to, but because the map generator just doesn't give you what you need.
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23]
20. Indonesia - Kampung [22]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17] My experience is that no, the AI doesn't run the recruit partisans mission that much any more (and it's also fairly easy to block that through Congress now, too).
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [6]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [29]
36. Poland - Sukiennice [21]
37. Rome - Bath [24]
38. Russia - Lavra [29]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [25]
43. Sweden - Open-Air Museum [19]
45. Zulu - Ikanda [13] (16-3) Meh. I can get corps and armies as Zulu without relying on this bonus at all.

2. Arabia - Madrasa [22]
3. Australia - Outback Station [21]
6. Canada - Ice Hockey Rink [11] [14-3] Restrictive placement requirements and late arrival places this unique in my bottom 10.
7. China - Great Wall [11]
8. Cree - Mekewap [21]
9. Dutch - Polder [11]
10. Egypt - Sphinx [16]
11. England - Royal Navy Dockyard [20]
14. Germany - Hansa [25]
15. Greece - Acropolis [25]
18. Inca - Terrace Farm [23]
20. Indonesia - Kampung [22]
22. Khmer - Prasat [17]
23. Kongo - Mbanza [17]
24. Korea - Seowon [20]
25. Macedon - Basilikoi Paides [23]
26. Mali - Suguba [23]
27. Maori - Marae [25]
29. Mapuche - Chemamull [21]
30. Mongolia - Ordu [6]
33. Ottomans - Grand Bazaar [17]
34. Persia - Pairidaeza [24]
35. Phoenicia - Cothon [29]
36. Poland - Sukiennice [21]
37. Rome - Bath [24]
38. Russia - Lavra [29]
41. Spain - Mission [22]
42. Sumeria - Ziggurat [26] [25+1] Science and culture on demand as soon as you can muster a builder is no joke. My favorite part of Sumeria.
43. Sweden - Open-Air Museum [19]
45. Zulu - Ikanda [13]
