England - Royal Navy Dockyard [17] 20-3 Typical England civ mess, many bonuses instead of one strong. 2 gold on other continent is not adjecency bonus and works only other continent. +1 movement for naval - +1 on land is more meaningful. +1 admiral point above base harbor - meh, even after buff admirals are weak, especially when you cannot use anymore a charge and still keep them for improving ships move/strenght via Mausoleum. Who cares it is cheaper, harbors are usually cheaper for any civ just because of how district discount mechanism works. And i am really amazed someone called this "powerful structure". In which part it is powerful other than regular horbour?

GS and its patches added more mountain ranges, geothermal vents, and reefs making adjacencies a lot easier to achieve. The relative power has shifted a little more towards the CUA. Arguably this one needs a buff, preferably something less boring than 'moar science'. Rework the LUA while they're at it for something other than 'moar science' too.

I am curious about how this is going to end up with regards to unique districts versus unique tile improvements (buildings I think are not going to reach the highest positions). The last time it was a very even mix. There's no doubt a unique district is inherently a powerful thing, as they are generally half price, improved versions of one of the most important things to build in the game. They also indirectly boosts your production of other districts, as having a high number of one type of district increases your chance of triggering the production discount for others. Unique tile improvements, on the other hand, have the advantages of being built instantly with a single builder charge, and can generally be built in greater numbers. The Inca can build size 10 cities in the Ancient Era thanks to theirs, Indonesia can turn tiny islands into high output metropolises thanks to theirs. A great tile improvement can mean the difference between a slow start, and a very fast one, with the snowballing that follows.

15. Greece - Acropolis [26] = 25+1 - Eventually unique improvement are probably better in the impact they are bringing. But this Acropolis is in my opinion the best unique district. The Korean campus is good but now it's really not difficult to get high yields for campuses, and in some time it's actually almost sad to have a +4 limit, plus it kills a hill. The Lavra is ok but it's a holy site so it kinda replace another early district and forces you to go in the faith direction. Acropolis has the huge plus of giving a district that has low adjacencies some pretty good and easy ones.

It just doesnt show up as adjacency when you place the district but else it works exactly the same and gurantees england the greatest harbors. Early on its +4 gold and +4 science while later on it turns into +4 production. The adjacency doubling buff works on this ability. So make that a standard without any sea resources whilw other civs need two searesources to even keep up. Its really strong on any naval map. Doubling the great admiral points. You all know the old saying that englands beautiful weather and great food made england the greatest sea-faring nation of the world. Well the rnd makes england top tier in the navy Department.

After a while if you have conquered lots of cities, you are going to be building less units in your original cities and you can keep up with science via Hellenistic fusion anyway

Canada - Ice Hockey Rink [6] (5+1) This does need to go soon, because we’re getting to down to ones that are the best part of the Civ, and as others have said the Mountie is the best part of Canada...but there still many left that at are much worse than this. Do you need to build this to win as Canada? No. Does it make it easier to win with little effort? Yes. Do you need the Ikanda as the Zulu? No, it’s redundant. Do you need the Ordu as Mongolia? No, it’s buff doesn’t do much. The Ice Hockey Rink gets you through the culture tree faster, and helps you build more NPs.

The Hockey Rink has comparable yields but the extra appeal helps boost those tundra national parks and makes snow national parks a thing.

Egypt - Sphinx [13] [16-3] For a cultural building it generate too little culture to actually work as a tourism building for me, the highest culture you can get is 2 which you only will get when you place them on a foodplains while playing as egypt you want to place your districts and wonders there. Also you can get only the 2 extra faith when you place them next to a wonder and I highly doubt that people get so many wonders.
