I don't think it's really possible to do it the way you want it in civ. That would require unique historical periods for different "civs" and unique technology trees for different parts of the world. We use the western standard eras because they are familiar to us but actually these really only applies to western europe and it's colonial hiers in the new world. The rest of the world have not only different dates for eras but different eras aswell. The middle ages is for example when China pretty much invented everything the europeans would "invent" in the renaissance, and the Arabs absorbed every knowledge they could from the people they conquered and added more to the mix. It certainly wasn't a middle age for them.

Basically the teams are obviously more powerful than others, with Barcelona at #1 at International level with 5 star rank some local city team as one star.

It would be a difficult challenge to play as a Aztec (1 star civ) and really easy as America (5star civ). This would be a new game play element but it's just an imagination burst right now.

Different civs with different difficulty levels would make a good new option for C2C if it could be done. I like being able to make the Aztecs or Maoris tech leaders as currently, but another option so that different AIs were playing (basically) on different difficulties is a promising idea (for an option) assuming it's doable.

(Btw & OT, a 1-star team is no harder to manage than Barca - as long as you don't want to win the Champions' League, poach Barca's players...or party with supermodels on yachts...:lol:)

I wonder if a difficulty level can have a Tag like Difficulty_Emperor or Difficulty_Noble. If it can it would be so much easier to add the tag to the civilization.

We can also tag it to the culture icon on the Tech Tree, like America is unlocked at Democracy.

I want to add some futuristic civilization's that would play on Diety. Imagine that.
 
That's a nice idea, I'd also suggest the "different difficulties"-mod to include other options such as random difficulties for civilizations for us interested in what-if's such as advanced mesoamericans taking over europe. And it has always annoyed me when setting up a game that you cannot put different difficulties for the AI, the checkbox is right there after each one but it's locked at noble.
