It's Chanceller Willi Brandt, in Warsaw, kneeling at the plaque commemorating the Warsaw Uprising, where he spontaneously fell to his knee sin what is know as the "Warshauer Kniefall"

The funny part is having France second, just after the USA

The EEZ of France covers approximately 8% of the total surface of all the EEZs of the world, whereas the land area of the French Republic is only 0.45% of the total land area of the Earth

Note also that the EEZ of the European Union is shared, with a combined zone amounts to 25 million km².
