That's because you installed it in My Documents.

Install it where game is (BTS exe) in Mods folder.

...\Sid Meier's Civilization 4 Complete\Beyond the Sword\Mods

Thanks for the response. I installed the game from GOG and it put it in Documents\Games. Should I re-install then, not in Documents\Games?

Yes, game should be outside of Documents
