Here is my last save,
It was a cultural victory.
Congrats! In your next Cultural game, set yourself a goal of tightening up the timing of when your 3 Legendary-to-be Cities go Legendary, so that they go Legendary at a time that is closer to each other.

Often, I find that the capital will tend to go Legendary far before the other 2 Cities, meaning that generating more Great Artists is a possible approach.

Another idea is that if it looks like the capital will beat the other 2 Cities by a wide margin, then the capital can stop building Culturally-related buildings and can focus on other initiatives: building Missionaries, building an army, building Wealth, or even paving over Cottages with Farms and then running more Artist Specialists there. Once you've decided to go to 80% or higher with the Cultural Slider, the capital's Cottages won't be doing much for you anyway, so converting them into Farms for more Artist Specialists can be a counter-intuitive but stong play.
 
If going for a Culture win on the medium levels would it be ok to basically stop researching once you have mass media, healthy populations and a decent defence tech?

Or possibly sooner?
 
I prefer to stop Research before learning Scientific Method, so as to still be able to build Monasteries for their Cultural boost, and if you are lucky, their boost from one or more of The Spiral Minaret, The University of Sankore, The Apostolic Palace, and most importantly, The Sistine Chapel.

Being able to build Monasteries also means being able to build Missionaries while running Pacifism.


If, instead, you're going to research Scientific Method, you might as well beeline Sid's Sushi and stop research once you have the techs to found it (including the Corporations tech). It doesn't even need to be spread to your non-Legendary Cities, unless you are planning on running Caste System for additional Artist Specialists and Merchant Specialists.
 
You have to be careful late game with emancipation and caste system. It could affect your happiness and reduce the number of great artists.

Once I realize that I can go for a cultural win (i.e. not alot of great people born yet and the ability to squieeze out alot culture from 3 cities, no real war threat), then I go that route. I don't do alot of research and try to spread as many religions as possible. Then you can get those cathedrals up. It is best to have 9 cities on standard/normal games to max out your cathedral effects.

If you stop Reseach before learning Scientific Method, you shouldn't have issues with Emancipation. By stopping Research, it is assumed that you are directing your Commerce towards Cultural output. By increasing the Cultural slider, you gain bonus Happiness in your Cities, far more than Emancipation will cost you.

Further, you'll have built Temples and likely Theatres in your Cities (Theatres pair well with an increased Cultural slider); Happiness is going to be the least of your worries.


In fact, you can generally trade away your Happiness Resources in exchange for Gold per Turn (to further increase the Cultural slider rate) or for Health Resources (since Health, not Happiness, will be your limiting factor).
