The debate among the advisors produces the consensus that can meet our objectives. Several factors are in our favor: 1) The Exchequer is in excellent shape; 2) Our cities are very productive of both goods and food so we can reduce the luxury tax, and if the citizens become discontented can reassign them to research, tax collection or entertainment as needed without affecting manufacturing or agriculture; 3) There are trade opportunities for luxury goods if the citizenry need pacification to maintain their productivity.

A quick tour through the Reich reveals other potential hotspots so a bunch of clowns are hired temporarily
One of Russia's remaining Cossacks gallops out of Dnepropetrovsk and kills a wounded cavalryman and makes it back to the city for cover

Artillery bombardment wounds reg infantry defender, no other is revealed though there is at least one cossack in there Elite cav attempts a raid and wipes out the defense revealing the healthy Cossack An infantry regiment moves forward to block the road out of Dnepropetrovsk and second and third cavs destroy the connection to the rubber north of the city The raid eliminates Catherine's rubber supply (Decondomized, as it were)

Destroyer moves in to shell and observe. Shelling kills citizens.
Artillery barrage kills citizens and severely wounds (redlines) the infantry defenders, revealing a longbow. With the city down to 3 and the defense crippled the cavalry moves to the attack and six charges later the city is burned and we capture another(!) slave with minor casualties but no promotions
The Luftwaffe bombs some more roads and the pillaging teams move toward Moscow
The Zulu deals with Russia have ended. He wants our WM and 325g for embargo. A small price to pay.
Russia is still a Republic and will offer Magnitigorsk, Astrakhan and New Jaipur for a Peace Treaty. Not there yet as she still has twelve cities left

Hammi calls and wants to renegotiate the Silks (ours) for Spices and 8gpt deal I counter with Ivory for Spices and 5gpt and he allows as how that's acceptable I offer him Silks for Gems and another 5gpt and that's good too

BG3 begins to move west and the pillaging teams move into position around Moscow and Sevastopol

Concentrated artillery fire kills citizens, destroys the library and severely wounds the a Cossack defending the city An Elite cav charges in, eliminates the Cossack, revealing another severely wounded one, and creates a leader who takes cover with the advancing infantry A second cav charges and Dnepropetrovsk falls netting two more Russian slaves The lightly wounded cavalry units take cover with the infantry
The destroyer build at Coastville is switched to the MilAcad to accumulate shields for an Aircraft Carrier (MassProd due in 3) which will be ready just in time to load the bombers building in Berlin, Ivoryopolis, and Dyeburg.
Hammi bought MassProd from Shaka for chump change
The lux buys from Hammi and the consecutive victories let the Deparment of the Interior reduce lux tax to 0 and the Treasury goes back into the black
Catherine's resistance is hardening as she now will offer only one city to conclude a Peace Treaty (down 2 from the last round)
