Well, I am sorry to see you go, Gelion, we had some good times. To be honest, I never was sure of your long-term goals, that might be my fault or your own, but that is not very important right now. If I had known them earlier, I could tell you that they were not likely to happen. If you were looking at nations like the USE, and wondering why you could not do the same, well, the USE was created because General Franco went on an invading rampage after 17/62, and then stepped down to create the USE, and its held together ever since, but with its problems, particularly Ireland and Italy. Anyway, sorry to see ya go.

The CU will include it's colonies in it's decision-making progress... please see the story.
In a process over the next six years, perhaps an entire decade - we've already begun planning the last six months - the colonies will

a) be fully integrated into Congress (20% votes each for Gam., G.B., Qa., S.M., N.Z.)
b) rotating membership yearly

(I'll dig up the old story and expand it when I have time. I am going vacationing another few days again, I will be periodically absent over the summer.)

The CU lifts her trade cuts with the UIS on the basis that the Russians detained were guilty of charges. We are taking no sides in this matter and hope that all conflicts between the UIS and Russia will be peacefull resolved.

Democracy a speech by M. Whimly

There is a lack of democracy in the Union. Since I took up the oath of office as Prime Minister of our wonderful Commonwealth and soon became President I have had the oppertunity to talk with some of the most forward thinkers of the world. I asked them of the future of our Union and they said it would fall, that the will of the people was inevitable and that every man wishes to be free. They often quoted the Boston Tea Party and the Magna Carta, 'No taxation without representation'.

The truth is indeed that we do taxate the citizens of Madagascar, Guinea-Bissau, Gambia and Qatar without asking for their say in the matter of how their money is to be spent. In the past the records of CU budgets prove that the CU economy have taken direct hits to build and later protect the African States from the economic turmoil that the Continent is experiencing. People wish for freedom however and this was not enough to convince the citizen that a 100% budget aquisition for the CU was in their best interest unlike the citizen of New Zealand and the rest of the Union.

Since this law was passed in the early seventies it has become increasingly difficult to invest efficiently in the states to improve their sagging economies. Recently there has been made some progress, some of it has been in the field of economic output but mostly the improvements have been related to education, industry and infrastructure. Our states are becoming bright shining beacons of Africa and the Middle East once again.

With the advent of education the thinkers I mentioned earlier in this speech have become more and more adament that a breakup is inevitable. The states will wish for freedom when they understand that they are 'colonies', that their fate - however much less efficient and secure without the cooperation and peaceful security that the CU represents - is their own to determine.

There are three solutions to this probleem that do not involve a breakup.
The first is to suppress the indigenous populations, become a DemoFascist regime and attempt to trump through the will of New Zealanders by the force of arms. Not only is this a morally and ethically despicable choice, it goes against everything The States of the Commonwealth Union has come to represent. Our citizens, our military, our leaders, and I would never stand for it.
The second way is massive bribery of citizens, a road taken by the illustrious - and I do intend respect - USE. Once again this is an inefficient way of governing and morally unsound.

There are two alternatives that present themselves within sanity, efficiency and the moral paremeters of the Union. Planned decolonization or 'the Vote'.

The Union government will shortly be proposing laws to be implemented in steps to establish a Union government based on 20% representatives each from Qatar - New Zealand & East Timor & Kapp Verde/Marian/Marshall/Fiji/.../ Islands - South Madagascar, Gambia and Guinea-Bissau in which leadership will rotate on a yearly basis. This democractic progress will take 2 years to plan and another 3 in which the colonial vote will be gradually increased up to 20% for all five members. To reduce the currently ruling body in a single step to 20% would mean chaos and I will not allow this to happen as it has in the past when communist countries turn sharply democratic.

South Madagascar as the only state wich has not voted to be included in the Commonwealth Union will be given the choice to cecede.

I have the backing of the Union party, and I urge the members of the Economicists to vote for this. Such a Union will once again include a 100% monetary input from all states and though this may mean that the other states will catch up with New Zealand such a longterm policy dictates unequaled economic power ever seen on the face of the Earth. It has been scientifically proven that with an average growth of a single eco. per semester in 6 years the Union will have a gross net product of 100 economic points.
To the left I have but this to say... Our names will be etched in the history as the most generous of mankind.

Vote for 'the Vote'.
Our legacy is freedom, prosperity, a fight for democracy and survival.
Harken back to the days when we saved Vietnam and led an APETO-expedition to halt the Fascist genocides of the Middle East. Remember the times that we rebuilt the world while world wars ravaged the world.
If we are to be one, we must never discriminate.

This speech was made one half year ago by the President of the CU (she was made President from Prime Minister bit more then half a year ago)... Plans have been made for how to make the CU an including democracy within 4.5-5.5 years. This is expected to be voted upon shortly. (I just need to get back home and write an extra story)

I would like to remind fantasmo that Australia is ruled by a VERY pro-Moscow government and has quite a number of Russian troops stationed there, so if you ok with it and will actually role play it then Im good with you taking it.

Philippines Mineral wealth is quite large, having copious supplies of timber, nickel, cobalt, silver, gold, salt and copper. World demand for these commodities has been soaring recently making the profitability for harvesting these supplies worth the cost. As such wealthy industrialist Kennedy Person, cousin of President Person, has founded the Philippines Drilling, Mining and Logging Cooperation.

Mining, drilling and forestation in the Philippines has been restricted to preserve the environment, but recently the Philippines Government has decided to sell the mining, drilling, and forestation rights to the PDMLC.

Already thousands of petroleum barrels are being drilled and bought by the Philippines Army to fuel their ships, tanks, airplanes and helicopters. Although reserves aren’t as large as other major produces it still is producing about 25,000 barrels a day with proven reserves of 152 million barrels.

Natural gas is a very clean fuel and, due to environmental standards, is used to produce 57% of all energy in the Philippines. The plants are producing about 3 million cubic meters per day. Reserves are estimated at over 107.5 billion cubic meters.

Need for raw materals such as nickel, cobalt and copper is continual. Most products require those materials. Everything from electronics to submarines needs such
materials.

Logging is also an important industry. There is always a need for wood. To build houses or desks to make books or magazines, wood will always be needed. Huge amounts of forests are in all the numerous islands.

Many other factors are going for the PDMLC, like how Manila is the best natural harbor in the Orient and is quickly becoming more and more used for international trade.

Unfortunately Hydrogen is starting to replace fossil fuels. Although it is much cleaner, it requires energy in the form of electricity to create it. That electricity is created by power plants, which use oil or natural gas. So oil and natural gas will always be required, since it is impossible to create a hydrogen power plant that will actually create energy.

Also the cutting of forests would have a negative impact on tourism. The PDMLC plans to cut areas away from were tourists can see them and also reforest those areas to minimize on new area being cut down.

Panda, I wrote a 50-bloody page essay on fuel cells and a hydrogen economy.
There are many other ways to generate hydrogen without undergoing electrolysis.

India has been a nuclear power for a long time but we have not had a clear nuclear docterine it is time to make our posotion clear.

India will at no point in time carry out a first strike. We have a no first strike policy and our arsenal will only be used defensivley.
However should the tradegy of nuclear attack occur against India or Indian intreasts we will obliberate those responsible for the attack and those responsible for haboring those who carry out the attack.

I would be interested in reading this report. Since there is no source of raw hydrogen anywere, which is what you need, except the sun. So unless you are launching space ships to collect hydrogen from the sun (which would use more fuel than you would be able to collect), then you need to distil it from somewhere, mostly from water. In order to due that you need energy in the form of electricity. And due to heat loss and other such stuff there is no way to create hydrogen fuel from electricity made from hydrogen fuel. So prehapes you could use alternitive energy sources (Nuclear etc.) to get the need electricity.


Edit- under further research find most hydrogen fuel is made from, guess what, fossil fuels!! Mostly natural gas.

Regarding Nuclear Retaliation and Offensive Actions
After a talk with god, the USE received disturbing news. Use of nuclear weapons, of the size and power that we have developed in our modern age, will destroy the earth. The larger nuclear reactions will cause a nuclear winter, so says God.

However, if we use 1962 style nuclear weapons, apparently that WONT end the world, and is probably just as effective.

Therefore, the USE beseeches everyone to strictly use 1962 style, smaller nuclear weapons when it comes to retaliation and offensive actions purely to keep the NES going.

OOC: its probably a bunch of bull onGoober's part, but we need to play by his rules :-/
 
So how much kiloton we need to use in nukes so the world doesnt end?
