From the UIS

All we ask is a just peace where both Russia and the UIS can live free and sure that the other party will not try and infringe the rights of others. You have agreed to all other points stipulated.

The proposal once again was:

- 50 mile DMZ on BOTH sides of the mutual UIS- Russian borders
- Russian troops not to enter ANY other nation bordering or part of the UIS.
- UIS troops not to enter ANY other nation bordering or part of the Russian Federaton.
- Russia and the UIS will work together to ensure the worldwide stockpiling of nuclear weapons is reduced.
- Pre-war borders to remain in place
- A UIS- Russian NAP to remain in place for the following 10 years, acts of espionage will end it.
- Re-openeing of embassies in respective capitals to take place to ensure speedy communications.
- Russian recoignition of the UIS rank of superpower
- All other restrictions concerning travel and trade will remain in place for the time being.


Now the only point of contention here (meaning all other points have been agreed to by both parties) is: - Russian troops not to enter ANY other nation bordering or part of the UIS.

The UIS has agreed that Russian troops should be allowed in China so long as they respect the UIS-Chinese DMZ of 50 miles on both sides of the border (hoping that alex hasnt forogtten about that as it was a while ago now) due to their alliance.

The Russian reasoning for objection to this point is : 'We will not restrict Russian military movements,' However we point out that at no point has Russian entered any nation on our southern border, nor has it enetered India, Greece, Israel or Cyprus. We ask that this remains so. This is all that we ask. Obviously UIS will recpriocate the above agreement and will not enter any nation that borders with the Russian Federation.

The reason why the United Islamic States insists on this is the current Russian policy of imbedding troops everywhere possible then using the said troops as a ploy to have influence over the said host nation. We point out cases in point as: SEAR and Indoensia.

We however find Russian threats of nuclear war to be unsavory especially where we are so close to a definable peace treaty we can both agree to. We once again ask the Russian Federation to consider what is the best course for not only Russia but the peace of the world? Nuclear exchange or a minor restriction on military movements to ensure peace remains between Russia and the UIS.

We thus once again submit the following very reasonable proposal and put it forward under the eyes of the entire world. Our ardent wish is that the nations of the world will speak out against Russian readiness to initate a nuclear exchange.

- 50 mile DMZ on BOTH sides of the mutual UIS- Russian borders
- Russian troops not to enter ANY other nation bordering or part of the UIS. (with the exception of China where the Russian troops will adhere to a 50 mile DMZ like in the RF itself)
- UIS troops not to enter ANY other nation bordering or part of the Russian Federaton.
- Articles 2 and 3 can be overturned only after joint negotiations and agreeance between the UIS and Russia.
- Russia and the UIS will work together to ensure the worldwide stockpiling of nuclear weapons is reduced.
- Pre-war borders to remain in place
- A UIS- Russian NAP to remain in place for the following 10 years, to be renewed at such time, acts of espionage will end it.
- Re-openeing of embassies in respective capitals to take place to ensure speedy communications.
- Russian recoignition of the UIS rank of superpower
- All other restrictions concerning travel and trade will remain in place for the time being.

We give you our word of honour and stake the life of every Islamic citizen on the fact that we did not doctor or change the conversation and above is a run down of our take on the said conversation and our wishes for peace being denied to us by your allies the Russians.

If you were sincere about wanting to prevent a nuclear exchange, the action that the Russian government is hinting at taking at the present time then you would urge the regime in Moscow to submit itself and agree to the above treaty as it does not prevent them from doing anything they already are doing and seeks only to preserve the peace and increase the sense of security both the Russian Federation and the United Islamic States craves.

We have never agreed to a DMZ with the UIS, or more specifically Afghanistan as we never saw that there was a threat in not having one. The only nation that China has a DMZ with is India and no one else though one is being thought of with United Korea.

How about a 30 mile DMZ on both sides of our borders to insure that neither side feels threatened? Expect 24 billion in aid this turn fyi.
 
Bulgarian Orders:
Put in place the interim government as detailed by the "June Council Protocol"
Prepare for the government referendum which is scheduled for the upcoming June (so I will do the story after this update, basically, unless something else destroys the Provisional Executive Council and derails this whole process/plan)

The Russian Federation will not give in to any demands by the UIS. The UIS has declared war and is now demanding Russia to restrict Russia's sovereign rights in return for peace. That shall not be. Russia is more than willing to sign a peace treaty returning to the status quo, however there will be no restrictions on Russian troops.
 
Ok, Ok, Ok, I got busy for a couple days, but am back to respoind to a slew of PMs and diplo. I am attempting to increase my MSN time, btw.

The Panzer and the Razak are 2 different types of tanks, fighting in 2 different types of terrain. With the right driver and commander in different types of terrian, each would be the victor. In short, neither is truly better, per se.

I am getting to PMs in a minute. All ten of them. I hope to be able to start the update soon.
 
Goober, NPC me for the next 3 weeks. Initiate all projects that I just sent to you and make sure that I invest well in them, while keeping my armed forces strong with the panzers and the duetschfliegers. :) Make things interesting without destroying my nation ;)

As for my plans for, well, you know what, go ahead with it as I planned.

Because of the lack of orders necessary to Update, I am setting the Update Deadline of this Sunday, 12:00 Noon my time (GMT-8) as the DEADLINE after which I will no longer accept Orders. I have orders from India, the CU, Yugoslavia, Phillipines, Japan, Bulgaria, USA, and NPC Germany and Malaysia.
 
The Russian Elections, a Prelude to them and their Aftermath​

As usual when Russia nears its elections the life in Moscow accelerates. Political intrigue becomes the order of the day and alliances are made and broken in a matter of minutes.

Going into the elections the Communists held close to 30% of the Parliament with the rest split aproximatley 40% to 30% in favor of the "liberals." Headed by such charismatic leaders as Yavlinsky, Putin, Khodorkovsky the liberals expected to win a majority making gains from the aging Communist Party and from the apparantly divided conservative side of the spectrum.

The Conservative Prime Minister tried again and again to rally his party behind him but he could do little. The Right was split beyond all possible fixing and only a miracle would save it. And the miracle did come, as a surprise to many - the liberal attack on the UIS war. While the liberals called for peace and for withdrawal of troops the conservatives watched as the public oppinion turned in their favor. The Russian nationalistic pride overwhelmed all other feelings and with WWII patriotic music playing and flags waving everywhere the Conservatives marched to victory in the elections.

The Communists lost about 5% of their usual votes due to the decaying of the old party and ended up with 108 seats.
United Russia, headed by Putin himself, failed to make a choice between the liberals and the conservatives. While not supporting the war they also did not condemn it and attempted to run as an "independant" party. The idea backfired as the party secured a mere 49 seats.
The moderates in Fatherland - All Russia cast their lot with the liberals and payed for it, although they were probably the liberal party that suffered least - 9 seats.
Yabloko, the liberal free market democrats lost much of their electorate to the more conservative URF and were left with 27 seats.
Our Home is Russia, the party of the Conservative Prime Minister almost doubled its power ending up with 112 seats.
Union of Right Forces under the Conservative free market platform secured 45 seats.
The ultranationalistic LDPR doubled its count and ended up with 72 seats.
And the Fascist Rodina secured 28.

As a result the Communists have 108 seats, the Liberals 36, Putin's Independant party 49 and the Conservatives 257. The hard line Chernomyrdin was easily confirmned for another term as Prime Minister.

Presidential Elections​

The elections looked much more boring than the Duma elections at first. The usual Communist candidate - Zyuganov, Luzhkov from the moderates backed by Putin and a few right wing candidates. Everyone knew Luzhkov was going to win and Putin would retain his influence over the political life in Russia.

All of that changed when General Lebed declared his candidacy.

General Lebed joined the Russian army in 1955 and was a leutenant by the time the nuclear exhange took place. He survived and quickly rose to the rank of Colonel. His first battle asignment took place in Australia where he was a secondary commander of the invasion forces. After a brilliant success there he was promoted to General and led the Southern Front during the American campaign. He returned home to serve as the Security Adviser to the President until the 1969 Costa Rican Campaign where he led the Russian troops.
He then served in a number of small deployments, such as Indonesia, Chechnya and Ukraine. He was responsible for putting down an attempted Communist Coup in 1978 and was granted command of the African Forces following the Russian-AF agreements. Three months ago he was recalled to Russia to take over command of the Russian Forces on the UIS front.

One by one the right wing candidates withdrew their names from the list of candidates and backed General Lebed for the position of President. His popularity was unmached and however hard they tried his opponents could not find anything to attack him with. He appeared to be a perfect military General with strong nationalistic feelings and an overwhelming love for his country.

On election day a military march played in the evening as the news reached the country that the most popular Russian General has been elected the new President of Russia.
