If you meet other civilizations and they speak to you in garbled computerspeak, then you may be missing the diplomacy.txt file thta gives your rivals the ability to speak in witty civisms.
This should only apply to players who are playing games NOT IN PTW.
If you need a copy of the diplomacy dialog file you can download it from here and manually substitute the file for your existing diplomacy.txt file (after your make a backup copy of your existing original version.)
