So, the rules are:
-Every city must always be defended by at least 2 units. No city can be build without 2 units present there. If one of the defenders gets killed, the city build must by changed to a military unit.
-If (CityCount < 20) and (CityCount >= WorkerCount) no settlers van be build.

I see water, it could be a lake, it could be coast. We will be slowed down a lot anyway, so probably we won't have much time to build boats early. I decide to found in place.
2 goody huts are right outside our borders. I will need to build 4 warriors and a worker before building a settler. Now thats some slowdown.

Upon cultural expansion, one hut gave maps, the other spawned 3 angry barbarians. The map shows us cow.

After Warrior-Warrior-Worker-Warrior, we now have 3 warriors and a 4th one building. One Warrior kills a barbarian that tries to attack a worker.

Oh, thats 22 already. Oh well Gozpel said "or whatever he sees fit" so i'll make it 25 then, if the next player does 15, we have pretty numbers again. there isn't much to do yet anyway.

I am in doubt if Salamanca should build a granary or not. Its production strongly exceeds growth, but with all the warriors to be build en NFalls being a 5 turn growth city with less production, probably just capable of being a 10 turn factory, it might be better to do without granary. On the other hand, a granary combined with growth to a settler cycle at slightly larger size will allow it to produce settlers twice as fast, even with warriors.
Maybe some calculations could be done for this.
