Guess the Map II: witty sequel titles failed me

Could we get another hint, becuase I really have no idea.

I think there's been enough hints, but I'll summarize:

A telecommunications device that took off with the digital age but predates it by a lot. I'll chime in that they've been around since the 19th century, which is a major surprise to many.

Fax machines, they're over 100 years old, but didn't really take off 'til the '80's.

Bingo. Japan has over 90 / 100 people, largely due to the ease of transmitting Japanese characters via fax.

Things that stand out for me:

-Germany's borders (2nd Austro-Prussian War?)
-Denmark
-Greece
-Ottoman Libya (actually, I'm not totally sure about this one... did the Ottoman's hold onto Libya before WWI?)
-Russia's Scandinavian borders
-China's borders
-Gran Colombia exists
-UPCA exists
-I'm blanking on the name of the blue blob in central South America (Peru? Paraguay? Bolivia?)
-Somethings up with Cuba

What could possibly cause all this? :confused:

EDIT: Just noticed, France still has Alsace-Lorraine, so something's pretty wacky in this Alternate History
 
Italy took Libya in 1911 or 1912, I think.
 
Brazil controls Acre, which would mean it's after 1981, though that would make the rest of the map make even less sense than it already does.

EDIT: Is it certain countries Empires at their largest, with lots of overlap?
 
The map makes 0 chronological sense. We definitely need a hint.

Actually, yeah, it is. Though I messed up with a few places. (Alsace-Lorraine comes to mind).

Though the Acre thing brought up by WIM is new.
 
I, for one, endorse PODs that are just shy of a 100 years in length where events at the end spool out close to OTL.
