Guess the Map V: A Map is Worth a Thousand Words

# of cities a modern country has that appear in Civilization (Turkey has a lot of ancient places!) with places like Macau being city states? Is Macau in Civ 5?

I'll give it to you for this. It's the number of cities in C3C in each country. Macao, of course, has Macao. ;) The Canary Islands also had a city, and there were some other ones that I just decided to label differently to give hints.

I counted it from a map someone posted a while ago in the Altered maps thread, although I may have been a little off for some of them due to dots being really close to each other. And, of course, Mexico had all the Aztec dots on that map crunched into a small space, so I just counted the number of Aztec cities in the Editor, added the Mayan ones on the map that were in Mexico, and called it a day.

Blue and red are opposites, yellow is kinda a subset of blue or perhaps middle ground between them. Red state is New Hampshire.
 
I get the feeling that it concerns... Languages? After a quick Wiki search on New Hampshire I found out that it has an official language of English. So...

Maybe blue is 1, or a couple, recognized official languages? Yellow, no official language, but... a single predominant one? Red, enforced official language(s)?
EDIT: No, no... then how are red and blue opposites...
 
I built it once because I misread the ambiguous description and thought I'd get all the techs of two different civilizations. I was disappointed.

It is quite ironic that the Internet in civ4 is practically useless.

Nothing with languages. If it were bilingual states, I think it'd be Maine and Louisiana (both French), New Mexico (Spanish) and Hawaii (Hawaiian, but that barely counts).

What does gray mean?

No data. It should be noted that if a country specifically lacks X (X being what blue countries specifically have), then it is red. So when a country is grey, it means I'm not sure because my source material was unsure :)
 
Seeing as how the US is the only developed nation which isn't blue I'm leaning towards something to do with health care, perhaps provision of health care that's free at the point of delivery.
 
Red = No income tax?

There's a few more states without income tax. My mom works in Wyoming and very much likes that they lack it. If people are curious about it: http://en.wikipedia.org/wiki/State_income_tax

Huh, the US is the only developed nation that isn't blue. Weird. But no, it's not really related to health care.

First hint: it's a law. Countries in blue have a law for this. Countries in yellow have a law for part of it and countries in red lack the law. Also American states are a bit more nuanced than I'd thought, so I'll update the map here in a moment.

Texas looks awful now that I'm zoomed out. Well, deal with it folks!

Clarification: many states have different rules for adults and children. For instance, when it comes to children, New Hampshire would be blue. However, the map is tracking the rules / laws for adults only.
 
Bike helmet laws?
Yellow- helmets for children but not adults, blue- helmets for everyone, or something similar?

Getting warmer.
 
Safety belts?

Spend an hour drawing states in and it's guessed in 15. I knew better than to do that.

Anyway, yes, seat belt laws.

Blue = everyone
Yellow = front seats only
Red = eh, whatever, there's a windshield to stop you
