I guess Condom Use is a mislead... ;-)

Monaco can be explained by the fact that it is such a hilly, small and expensive city that many people are commuting there from Nice which is practically next door. Monaco also houses the home "adress" of many many rich jetsetters, f. e. practically all Formula One drivers "live" in Monaco (the rest lives in Switzerland).

So, if there was not the number of 100% given, I'd say some occupation...

Commuters? Foreign Direct Investments?

For me the biggest outliers would be Taiwan, Malaysia (Singapore,Brunei), The United Arab Emirates, Qatar (Bahrain).

There's a fairly obvious divide between east and west here; question is, what do Chile, Scandinavia, and the Anglo-sphere have in common? Is it something to do with technology? Or maybe language?

It's tech-related, yes.

edit: looking at the map, it's hard to distinguish dark blue from dark red on the islands -- the channel islands, Aaland (or whatever the Swedish-speaking islands off Finland are called) are sub 5% the Falklands and Faeroe islands are both over 50%

no, it needs to be something that can supercede 100%, so it would rather be number of TVs per 100 people or something like that. Or do I see that wrong? And I fail to see why they'd need so many TV's on Falkland...

It's population engaged in something. So it shouldn't be able to surpass 100% but for Monaco it did. I would guess that's due to a higher population than might be "resident" in Monaco but I'm not sure.

So % population doing / using something is along the right paths, but it's not TV no.
