Idk, but that is the only thing I could think of that involved all of the countries it did. There are many flaws to that theory though.
1. India and Pakistan.
2. China
3. Why does Canada have more than USA
4. Why is Aruba so high?
5. Austrailia but not Japan?
6. Poland?
etc.
 
If it were nukes, seems unlikely that the US or the USSR would be anything but at the extreme end of the scale.
 
In ascending order of colours these are on the same level (i.e. the first are the red the second are the dark orange)
  1. Switzerland, Austria, Morocco, Greece, Portugal, Belgium, Canada, Iceland, Aruba, Latvia, Turkey, Ukraine, Serbia, Russia, Belarus and Azerbaijan.
  2. Estonia, USA, Germany, Spain, Italy, Australia.
  3. Norway.
  4. Denmark.
  5. Finland, Croatia.
  6. Ireland.
  7. No one
  8. France.
  9. Netherlands.
  10. Sweden.
  11. Israel.
  12. No one.
  13. UK.
 
If it were nukes, then explain Morocco being at the same level as Russia.

It is not UK based, think bigger.
 
It is entertainment based.
