It's about science, but what science is there in Afghanistan and Uzbekistan, that's not present in the US? More generally, what sort of science does one not find somewhere in the US?

It's not about France or French, as many many Frenchspeaking countries are not coloured (Switzerland, Luxembourg, half of Africa...)

I'm assuming as "the scale is very small" that they are single numbers, so France has 5 of x, whereas Iraq has only 1 of x. Is it something around number of recipients of the award for something sciency related?

I guess it has to have something to do with nationalities of certain persons rather than the states themselves as they do seem to be very random, but still confined to specific regions (there's Europe, there's former Soviet Bloc countries, there's the Middle East with usbekistan somewhere between those two last categories).

If I've counted correctly, there's 46 instances of X around the world. Some sort of commision of the UN?

Not a commission of the UN. You are right, though, about the scale.

CLUE NUMBER TWO: Ignore any demographics involved with the select nations; the map has nothing to do with population, infrastructure, etc. Focus on the location of the nations.

Previous Clue: It's related to a particular branch of science.
 
They're all more or less in the Northern and Eastern Hemispheres... I'd guess either Astronomy or Geology.

Astronomy doesn't make much sense to me. What could be observed in France but not Switzerland or others?

Maybe mineral deposits of some sort? Species distribution?
 
Distribution of wolves?
