Total Number is 118 if it isn't a scale. Now that is too much for "origins of US Presidents" (my guess) and I'm not that an expert of the US, so I am gonna guess no more ;-)
 
Major Universities? Works for Texas and California...and Hawaii, and the states with none...hmm.

And New Mexico! NM State and UNM. I think this may be it.

Yes. Sorry, I compiled the list by looking at the map, not the map from the list. I skipped over those two on accident.

No. That'd both be hard to judge, plus, some one of the universities not included, University of Montana (picked randomly from the states with 0 universities on the map) is more than twice as large as one of the schools included.

It is the number of campuses of the "University of <State>"?

Nope. There'd be no 0 states in that case.
 
Does it have to do with NCAA sports? Number of titles that state has in (insert sport name here)?

Sorry to the non-Americans for this map, btw, it wasn't very fair.
 
Number of colleges with schools that compete in the Division I of the NCAA.
 
Number of colleges in which football participate in Division 1 conferences.

10 in Texas, none in Alaska, 2 in NM, none in Montana, North Dakota...ect.
