Celts have Horses. Spanish have Horses. Greece has horses (Actually, it has at least 2). Greece also lacks Saltpeter.
Greece looks like our best bet for a war. However, for a war with Greece, we need to have a right of passage with the Celts - unless we invade the Celts for their horses.
Overall, Greece has better rewards, but the Celts offer a faster, quicker, and more effective war. Opinions guys?
Also, someone has been too-heavily-garrisoning the center cities....Fixed it, and we now run at -8 gpt with 10% higher research instead of -10 gpt.
