Has Anyone Had Luck Inducing The AI To Choose A Lower-Efficiency Gov Type?

Although this has many obvious applications, the 7 Yrs War mod I'm working on attempts to recreate the first truly "modern" war, in that it was (1) global in extent and (2) essentially mobilized entire national economies in the war effort.

Although this conflict predated the French Revolution by a few decades, it makes sense to me that a monarchy could have collapsed, as represented by, e.g., the number of cities in open rebellion. Accordingly, I'd love to have a Gov type with different garrison levels etc., but the "VAI" ("Very Artificial Intelligence") seems unswayable in its insistence upon choosing a Gov with higher efficiency, not matter what the collateral costs.

War Wearness will make it choose a worse government (for example Monarchy over Republic) if it is badly hit.
 
I've always assumed, but never tested, that other factors such as corruption and free units (and by extension peacetime and wartime) were factors too.
 
You might try the trade bonus as well. Based on what I have seen, that seems to be a major factor. To reduce efficiency and the effects of the trade bonus, you could boost the corruption and/or unit costs. Remember, the armies of the 7 Years War were not national armies or conscript armies.

Thank you as ever, my friend :) Question: although certainly mercenaries were employed (and, from what I can gather, the "light"/"irregular" troops' parts in the war are most often seriously understated if mentioned at all outside the context of North America) surely the mainstay of the major powers' armies were both professional and national in nature? (On conscription, you're of course quite correct.)

Also, fear not, a question how to best use the Age of Sail units available for the war shall shortly be forthcoming (e.g., can all 4 primary classes of ships-of-the-line be accounted for by units available? - Fear not: I have a list :D )

Yes, the problem being, especially for Frederick the Great, the army's professionalism declined as the war went on, and casualties reduced the number of long-service regulars in the ranks. The Austrian light troops and light cavalry did drive Frederick nuts, as the Prussian training did not allow for that much independent thinking.

Hmm-hmm. Also, give them special buildings that can be built only with this or that government. Or, just give each of them a separate government tech tree.
 
Government specific building doesn't have any effect on AI choice iirc.
