Within the past couple days my computer has suddenly been "forgetting" I'm logged into websites like civfanatics, facebook, etc and I will have to resign-in. Then I just noticed that every time I go to check the weather it recognizes me as living in Virginia, when I don't at all. The only explanation I have is someone else is using my computer in some fashion and the IP address is changing back and forth between when they use it and when I use it which is why the sites "forget" who I am.
I ran spybot and it came up empty but I'm not too sure I haven't been infiltrated in some way. Help :(

Have you cleared your cookies?

I doubt that is a sign you have been hacked, and correct me if I am wrong but anti-spyware programs have no way of knowing if you have been hacked, which is different than mere spyware.

No I haven't cleared my cookies, unless my cookies is clearing itself every hour or so.

Run every anti virus and spyware program you can to see if they get any hits.

Are you using IE, if so switch to FF.

Wouldn't attribute it to virus. IE being wonky wouldn't surprise me (not going to proselityze in favour of Opera or Chrome or other browsers, though).

If you're getting nervous, download Spybot S&D and MalwareBytes and run a test (after updating their databases).

I'd say your ISP is messing about with your IP address. Just a hunch though.

Sounds like you got a dynamic IP. Contact your ISP and ask them if you do.
Id also check your browser settings, make sure its not set to clear cookies on close.
