Horem, you're right about coastline. Actually, you get a little "bleed" at the shoreline (which looks great for blight!), but then it submerges so you can't see it. Here's a screenshot where all nearby plots (land & sea) are blighted:

Strangely enough, the blight you see there is an "improvement". If you add the graphic as an improvement or resource, then you can achieve this graphic change in-game. (It's little awkward to have to add it that way, but it works for me because blight strips out all improvements and resources.)
@bouncymischa, no screenshot of the floaty graphic. But it's attached in the OP if you want to play with it.
To get the ground to show up more underwater you have to use bright colours, due to the sea overlay. Or maybe just a bright sref(I'll have to check that).
I grabbed a copy of it, but haven't had the chance to implement it into the game yet, so was just curious how it looked. I'm hoping to use it for a UI for a "dark magic" civ I'm working on, so hoping it works out.
The blight effect is looking great, though! I'm not sure if you'd need to have it show up more under the water... as it is, the part you can see sinking beneath the waves looks creepy enough
Awesome work, guys! So the height map provides the graininess, I'm still unclear on what makes the texture conform to the terrain. Is it a change in model or a setting in an fxsxml somewhere?
