Help wanted: non-yield bonuses/tech discoveries

I'm currentlly working on a mod which changes the game benefits of Gardens and Monuments. Although I've finished most of the XML for the new Garden rules, I suspect that I'll need Lua and/or SQL to add one of my new rules for Monuments. (In addition to the starting Culture yield, I want to give Monuments a small local bonus to generate Great People--but only after Philosophy has been discovered. I've made some other code changes to balance this, of course; the new Monuments will cost 160 Production, with no hurry purchases or free appearances in a new city.)

If someone could help me with that snippet of code, I'd appreciate it very much--and give the contributor credit in the mod description. :help: :worship:
