I've looked at several threads about this, but they seem to wander off topic before the details come out. I have run a couple of morocco games in which I have taken Lisbon, built the air ports, and airlifted the civilian (once an engineer then a worker) from Casablanca to Lisbon. The achievement has yet to pop. Is .there a trick or detail I am missing ?

You might need the worker to be a worker worker, not a engineer that is now a worker.....I don't know 
I reloaded the last game and airlifted the worker from Casablanca to the center of Lisbon and flash. bam, alakazam the achievement appeared .
Other civilians might work, but a worker moved from center of city to center of city unlocks the achievement.
