Heroes gain no xp in cities

Well the title says it all. The heroes will gain xp from combat, but not when they are "guarding/idle" in my city. Only one unit type seems to gain xp as they should in cities and those are the mobies witches.

So any ideas?

Automatic xp only goes up to 100.

In addition to what Goodwill said, some 'heroes' don't have the hero promotion so they don't gain free XP's. All of the magic users will gain XP slowly passively.
