It's part of a movie called The Producers by Mel Brooks. He made it initially in the late 60s, but this was from the recent remake of the movie. Glad you found it funny.

I feel quite indifferent about the Hitler rap. However, I'm quite tired of the endless ridiculing of Adolf Hitler. I would never belittle all the misery and death Hitler is responsible for. I think the man went mad at the end of 1941, so some of the ridiculing is truthful.

Still, since Hitler is so infamous and (justly) blamed for so much, I feel people should talk more openly about him and national socialism. I don't advocate Nazism, but I have read Mein Kampf and I actually think Hitler makes some valid points despite all the propaganda.

I understand neo-Nazism is a problem, but I strongly believe that it would be time to discuss the aspects of the ideology more truthfully.
