Silly question but when you complete the Hoover dam which cities get the hydro plants? eg cities on rivers, cities who have factories or all the cities even if they don't have a river or factory? Thnks

The plants will appear in all cities on the same continent , but the production bonus only kicks in with factories in the cities. The same is true of the Internet, even when the research labs appear in each city (and produces culture),the science-bonus of the research labs only appears when a university is in the city.

Why that? A Research Lab simply grants +50% research, an effect not in any connection to Universities.
(The Power Plants relate to Factories, sure.)
