How do you increase/decrease the amount of culture needed for traits?

Yeah, you could add estimated turns to reach next level too.
It doesn't have to be very accurate - just divide remaining culture by current income (if its 0 then assume income is 1).

Now you can for the most part see the whole flag tooltip.
 
If I might suggest just a single improvement try adding a bit of whitespace after the list of buildings. Either that or turn the trait list into a list as well or something. Basically just so that things don't look like the last two traits are at the
, end of the building list hanging.

It's a minor thing but for some reason it triggers me. :lol:

Is there any chance you can work your magic on the hover popup on this screen where you select your next trait? As you can see the trait text is large that in it's current format it doesn't all fit on the screen, this happens mostly when playing with the Complex Traits option.View attachment 619097

Here's how it looks with your new update to the flag for comparison, as you can see it all fits in and you can see the citizen effects which were cut off in the other image:
