The game just feels like it was released 6months/a year too early.
Don't get me wrong I wouldn't have rated Civ4 above 3/5 at launch either and Civ5 may have the POTENTIAL to be a good game, but I'm not paying for potential, I'm paying for fun which, for me anyways is really lacking atm.
5/5. I'm loving it. Does need some polish and AI work. Love the hexes, 1upt, social policies, city-states. Miss religion and health a bit, but I don't want to go back to squares and stacks of doom.
This game will NEVER have the same modding comunity that Civ IV had just because it misses of depth. It looks more a "Teenager" game instead of Civilization...
It's an average game made by what I consider a top notch developer. I'd give it a higher score if it was released by a small / indie developer, but I expected a more polished product from Firaxis.
