How do you submit gotm?

do you just say your score and rely on the honor system or is there some sort of technical stuff? if so, what do you do?

Go to the gotm site and click the "Submit GOTM" link in the main menu at top left. There are instructions on that page, there's a simple form to fill in, and you select and upload your manually saved file for the turn after victory. The submission process does the rest.
