Production: 6 mines, 9 farms, 1 watermill, 4 forests. Maximum production output of the tiles after machinery but before replaceable parts is 30 hammers.
I wouldn't specialise until after seeing what the surrounding land is like but for now I'd lean towards a commerce city with Oxford University being the priority national wonder. Unless there is an exceptional great people farm around the National Epic would be my second choice. Build the Great Library and other great scientist generating wonders (since it'll have no trouble building wonders). This city could be putting out enough great scientists that (if they're settled back into it) it will be able to make up for its lack of cottages.
Alternatively, if there are no other good production sites I'd give it the Heroic epic and West Point (though there are different schools of thought on what national wonders to give to production cities).
It is unlikely that I would build Wall St. in this city. If I'm not warmongering I won't need the gold. If I am I would make conquering the holy city of a widespread religion a priority. The one case in which I would definetly build Wall St. in this city is if I got a specialist economy up and running and didn't control the holy city of an influential religion.
