How many golden ages from happiness do you get post patch

Since they changed the Piety tree, I personally almost never get more than 2 GAs from happiness-I don't play as India and I usually keep my happiness between 5 and 15 with few cities.

What I would like to know is if anyone else has problems getting happiness-related golden ages.



P.S. What the hell does Mandate of Heaven do? It's so poorly worded.
