Ok so i'll try to say this as simple as i can:
I created X-building. X-building is researched with X-technology. X-auto produces X-units for X-civilization.
I created Y-building. Y-building is researched with Y-technology. Y-auto produces Y-units for Y-civilization.
X=Scandinavian
Y=German
Flavor Screen:
X=Scandinavian ||| has 0% Relationship with ||| X=Scandinavian
Y=German ||| has 0% Relationship with ||| Y=German
I assume anything thats not mentioned in flavors the AI thinks is for everyone to use.
If i wanna make sure only Scandinavia can use Scandinavian stuff and Germany only use German stuff how the heck do i do the flavor part?
It looked too confusing to me since day 1 civ 3 was released.
