How to play with Italy?

Hi I have started playing RFC and then RFC DoC (version 1.81) recently, congrats to Leoreth, this game is excellent.
I would like to play with Italy, however, it does not seem to be an option in either the 3000BC or 600 AD start. I tried to start a 600 AD game as the Inca to switch 3 turns later (I read that it is what you are supposed to do), but the option to switch did not appear and there was no Italian spawn. In fact in all the DOC games I have played so far (3 or 4), Italy never spawned...
So how can I play with Italy? and what are the conditions for an Italy spawn?
 
Yup, you should play as the Inca if you want to play as Italy. Swap after 3 turns.

The Italian spawn condition is that half or more of the cities in Italy must be independent, I think. (So if you really want to play as Italy, you could use WB to ensure the condition is fulfilled)
 
Exactly. If both Rome and Venice (or Milan, in case of the 3000 BC scenario) are controlled by other civs, Italy doesn't spawn. I added this so that if France or Germany endeavoured to conquer cities there, they don't get punished by losing everything to Italy a few turns after (and Italy doesn't end up with their armies).

You can easily flip their cities to the independents again with the WB when you start as the Inca, this should ensure their spawn.
