I bought Writing, didn't I?

I noticed similar kind of problems with Civ2 and they seem to be lurking around Civ3 as well. If I buy Writing from a rival civilization instead of researching it myself I have it but I can't, for example, sign military alliances. Is there a way to fix this or is it supposed to be so and I just don't know the trick?

are you sure that you have established embassy in AI's capital? if not, you can't sign alliance agreement.

Press Ctrl-E or click on the star icon on the capital city name to establish embassies. After you have an embassy you can make alliances. When you research writing you get the pop up asking if you want to establish embassies. When you buy the tech, no pop up. Enjoy.
