Russia is now offering a colony for anyone who will give them enough ships and subs to create a tiny navy. We already have 4 subs and 1 destroyer(just built by the Archangel shipyards), but we need more.

So I offer the little "finger" near Japan which borders China. You can have all the land there up until the point where it is level with the rest of Russia's border.

Also, with Moscow's factories working on overtime, the Russian air force may now be considered medium.

(I think all these measures to kick start Russia are fair, since you've all had a head start on me!)

The research for the T- 42 Viper Assult Heliocopter is under way. It should be done by a year and a half!

Yes your stats are correct. but your only allowed to upgrade once (One Navy, army and airforce) and you can't upgrade to Imperial, so you can't upgrade your Navy at all.
