No it shouldn't be moved. It's ok to make criticisms of a game on the forums, I don't agree with people who want a whitewashed set of opinions here.

I'd also like to add that it's ridiculous that Persia wasn't included. Some people countered by saying Scythia was added, to me that's completely unrelated - I wonder what people would think if England was not included because they wanted to add the Celts.

Civilizations that were added in civ5 expansions and dlc tended to be more powerful. So when we do get persia they will probably be badass.
