The treaty of Malta specifically demonstrates that this treaty is not non-exclusive meaning that other bilateral and multilateral treaties may be made. The treaty is paramount, but unless any of you are considering an assault on the Kingdom of France then I fail to see how this too is also a problem.

We will not withdraw from either treaty and ifyou wih us and the Ottomans to withdraw from the Axis for this treaty, then the Axis will become pretty much null and void. We do not wish to see the Axis destroyed, however we will not have the Russian Empire nor any other Axis member dictate us our diplomacy.

While Her Imperial Majesty would be most pleased if you stayed in the St. Petersburg Axis, we must restate our position. Both treaties claim presidence, and unless you remove the the clause claiming the pact paramount from the Treaty of Malta we have to insist that you choose. While we have no intention at this time of going to war with any signatories of the Treaty of Malta, we are worried that should a complication of any kind occur forcing the you and the Ottoman Empire to choose either alliegance to the St. Peterburg Axis or alliegance to the Treaty of Malta, this legality problem will cause problems. We are not asking much of you, only to remove the clause claiming parmount status.

We refuse to choose between one defensive alliance over another. The Treaty of Malta is paramount. So is the Treaty of St.Petersburg. In the unlikely event of the Axis attacking France, this would mean we would stand with the French government in their defense. The same is also true of the reverse. We fail to see the problem here. If you continue to make such demands then we will most surely favour the Treaty of Malta as they do not make such demands.

There is however a simple and elegant solution for both of us. Invite the Kingdom of France to join the St.Petersburg Axis. If you were to do this then your argument and mine would become moot as the Treaty of Malta would merely become a Meditteranean Defensive treaty, which in essence is what it already is.
