Thats true that weaponry doesnt make a civilization, I didnt mean to imply that. It was more that the barbarians were not that different from the Romans, the Romans just wanted them to be. Take Theodoric, for instance. When he conquered Ravenna, he set up the Ostrogothic kingdom, a 'barbarian' nation, under a system not too far from the Roman one.

The movie would've been a lot better IMO if it hadn't called itself "Starship Troopers" and lifted names from Heinlein. :(

In the book, people could only become citizens (gaining the right to vote and hold office) through federal service (not necessarily as part of the military). Anyone can volunteer upon becoming a legal adult, and listing your job preferences is one of the last things the volunteer has a choice in. Citizenship has to be earned, so no position leading to citizenship is a sinecure, and is often dangerous. The goal is to ensure that the electorate is a group willing to put the good of society above their own... ensured because they have already done so.

Hmm... now I want to find my copy of the book and reread it. :)
