If an AI is willing to trade a tech, that does mean he is not building the wonder?

Just traded Priesthood from Mansa Musa the turn after he invented it. I'm thinking of building the Oracle now. The thing is I'm neither Industrious nor have access to Marble but the fact that no other AI has invented Priesthood yet might make it possible for me to finish it first. I play on Deity so it's hard but if I chop down some trees it might work. So the big threat is Mansa Munsa who might start building it at the same time as me. I therefore wonder if the fact that he was willing to trade it to me means that he is not building it?

Mansa Musa will trade anything (for the right price). No other AI does this so every other AI would have been unwilling to trade at this point. You do have a shot at building it but as you said, chops will be necessary to beat the deity bonuses.

As I understand - if AI build a wonder then it is written "We have our reason". I guess that Mansa also can deny a trade due to this fact. So...if you traded for Priesthood then Mansa haven't started Oracle. However, may be he will start it later. Something I see that an AI is willing to trade something and after a couple of turns they don't.

It is another thing. All AIs except Mansa don't trade technologies due to "We don't want to start to trade this tech yet". In some sence Mansa don't care about it. But it is still can be applied to him - "We are fear you becoming to advanced" and "We have our reasons"

From what I understand, deity AI gets no bonuses when building a wonder. Of course they are working a bunch of plains forest tiles etc and might even get in a chop or two if lucky.

They still get bonuses when building wonders, but less than normal buildings and units, from what I recall. Maybe it was just the era bonus, I don't recall exactly, but it was something (noticed it when I had city inspection view due to heavy espionage).
