Well, I installed the mod, and nothing changed, I started up a new game, things were still the same color. I checked in the editor to see what the Iroquois new color was since that is the civ in my current game. Nothing was changed in either my current game or the one I started. IIRC, Hiawatha's new color was a tan. He was still purple in both games.
 
after I dl'd the 31 colours I changed some of them around myself. I absolutely wanted my Persians to have that beautiful blue colour and I changed the French to a rose instead of the pink they had before. it wasn't that big a deal to do some switching around.

well, i made sumeria the nice blue, and im used to it so much. Also, i put the dutch as the lime green color, and i cant find the rose you are talking about.
The colors are awesome though, my minimaps are more vibrant.

I didn't change the tans at all in my set. Tan was the new colour for Russia and Carthage.

I don't know what to say about your lack of changes. it worked for me is all I can say.

Did you install the pallets file in both Vanilla and Conquests?
 
if you dl/extract this file and use Microsoft Picture It you can see the rose pallet as "ntp 07"

it does not look rose in the viewer but it does in the game.
