Not necessarily. Many and probably most "racist" jokes are both stupidly unfunny and are typically told by idiots who both are racists and expect their audience to be, but many exceptions certainly exist.

Nah, some people mean to be mean, but you can always tell who they are. It is not always about being racist. Sometimes its just about making fun of some stereotype that don't even agree with.
