I've made it so you can negotiate 20*(era) pixels away by default, but +10 for every tech level you have, so by the end of the game everyone can negotiate 600 pixels away, which is more or less the entire world.
So it is a bit early for trade agreements, yes, but as soon as you all are within reach, these agreements will come into effect automatically unless the situation changes.

Angel Island Affairs:
So far, only the Dark Legion reports support, in the form of the New Englanders. This is sure to increase xenophobia towards Overlanders amongst the people of Echidnaopolis.
@ Omega: The Brotherhood and Dark Legion alike will try to steal Master Emerald shards if they become too comfortable in their position. Angel Island is a mini-game for players, trying to manipulate them all for the most benefit. Most will be tempted to support the DL... but must remember they can be quite treacherous. Those who support the Brotherhood can glean more over time from any Chaos Emeralds they receive, but must also remember they'll want the Master Emerald back eventually. And those who support the Dingos don't receive any benefits like the above, but the Dingos are too stupid to try and harness the ME on the flipside.

So, the Legion and the Brotherhood will bite the hand that feeds them? I now know who I'm supporting.
EDIT: The Green Hill Feeration Concil has approved an expiditionary fleet to "Angel Island" having heard rumors that other nations are also doing.
The Council also went into uproar once they realized that pockets of civilization also exist outside of Green Hill and New ENgland. We must find them, and restore Mobius back to its former glory!
