Bavaria rules extensive territory along the Rhine and its tributaries, as you do. It would be of profit to the countries down the Rhine to be able to trade freely along the upper Rhine and Main; similarly it would be useful for the countries further up the Rhine to be able to import New World products along the river and to export manufactured goods.

Therefore, we suggest to you that we might all agree to make the waters of the Rhine and Main within our territory open to each other's shipping without any duties or taxation, as this would be good for all merchants and industrialists throughout our lands. You might say that you cannot afford to lose the duties on the river, but it seems to us that such monies can be recouped through the increasing taxes derived from the traders who will benefit from our proposed measure. In any case, in the long term, it cannot but strengthen all our economies.

We hope that you will all consider carefully and agree to this proposal, as it could hardly work without all the nations along the Rhine and Main agreeing.

Austria believes that the territorial integrity of all German states should be upheld and this obviously includes the tiny state of Baden as well. Austria will protect Baden if need be.

Austria also wishes to extend duty-free trade with Bavaria upon the Austrian and Bavarian portions of the Danube. However, this agreement would only apply to the Duchy of Austria portion of the Austrian Empire. All portions of Austria that were not within the Holy Roman Empire at one time would be not be included.

I do not refer to any specific nation. The Empire that once kept our nations aligned no longer exists, and has left us with a power vacuum. Any nation may want to take advantage of this, as such I must make alliances to protect my kingdom. If you want to know if I see you as a possible threat to my kingdom, then remember you promised military support for Baden if they are invaded. I see this as a possible threat because the only way for your armies to reach Baden from Bavaria, is if they first march through Wurttemberg.

So we must ask that you do sign a non-aggression pact, as to make sure my kingdom will be free of foreign domination.
