Just to explain the Neo-Incan government...
The Neo-Incan government is divided into 40 clans. Clan-leadership is usually hereditary, and the clan leaders vote to select the Emperor. Normal citizens vote only for local offices, which are sometimes rigged, sometimes not. Most corruption in such elections is local, not by the empire.
Fiscally we are basically laissez faire. Everyone pays a 10% flat tax, with the only deduction being 1% for each male child, in order to encourage mothers to bear men to fight for the empire. Every male child is drafted at 15 unless they are in the clan-leader's family (But they usually become generals anyway.) There are basically no market regulations, absolutely no welfare, social security, healthcare is all privatized (And if you don't have it and need help, doctors can leave you on the street to die).
Socially the Empire is very authoritarian. Pretty much all felonies, including cannabis use, are punishable by death penalties, although this varies by clan. Clans in the extreme south typically have a libertarian strain that does not exist anywhere else. Federal soldiers still occasionally make arrests "As examples." There is a police state, and you are guilty until proven innocent.
Our foreign policy is "Be vigilant, but be peaceful" or in the words of Teddy Roosevelt "Speak softly, and carry a big stick." We would like to live at peace with all our neighbors and are more than happy to let them do as they wish as long as they leave us alone.
The official religion is Catholicism. Other religions are permitted, but strictly regulated, and proselytism is strictly prohibited, although this is less often enforced in Southern clans. The Catholic clergy is also exempt from all taxes, other religion's clergy are not.
