Welcome to the Union of Nations building(not United Nations, for you see, the real-world UN goes around threatening lawsuits to people who use their precious label without permission! RAWRRRR!) for Imperium Offtopicum! Here, we negotiate some of the finer rules of the game by consensus.

A vote is made by either the majority of votes by the IOT players, or the plurality of votes within 3 days' time, whichever comes first.

To be qualified for voting, one must be an IOT participator. Currently, there are 20 members of the UN. 11 votes must be made to make a decision, or if three days pass, the plurality of votes wins a decision.

There are Two Courts:

Claims Court: This will determine the legality of a country being able to expand once it's started with it's initial expansion. This institution will be rendered defunct once all the world is claimed.

Treaty Court: This court determines the state of international law, in particular the laws of war. All members can propose treaties, and the issue can then be voted on.

The majority, by consensus, will then create an opinion.

Given that the Marian Empire wishes to have genetically-enhanced soldiers(eventually, anthropomorphic soldiers), I cast my vote for California.

That and, battles always seem to be fairly random regardless of who goes into it...

Only weapons of mass destruction and extermination should be outlawed, I feel.

I'm with NCR on this one. I don't see, if used in moderation, how ahistorical weapons can be bad. I mean, if the freaking Byzantine Empire lasted this long, there can be plasma weapons.

Also, I have land claims for the mainland part of The Maryland Empire. Whether or not you guys allow it is up to you, as I'm going through with it, either way.

I also must cast a vote in favor of my claim to the Azores, Gibraltar, Madeira and Canary Islands, given that these islands are a vital point of commerce and also will make it easier for the Marian Empire to protect it's ally of Maryland's African possessions.

Claims court only covers unoccupied lands, not ones already gobbled up by states. It would be unfair for the court to just force members to give up land.

This area was historiclly ran by us, because we're were the only ones capable of clearing out the swamps. Now that Panama is in anarchy, we want to secure our trading interests, and have the lands our ancestors died for because of diseases, just so trade between nations would become easier.

Actually, if you read the fine print of the alliance, I will only help Maryland if you leave the North American continent to attack it's overseas possessions; it would be too costly to try and hold Maryland itself.

Therefore, there is no real conflict of interest... you want Maryland alone(From what I've heard), whereas I merely want to protect Maryland's overseas territories.
