Program of Emperor Dongfang for a "New China"​

Emperor Dongfang announced immediately after taking the throne that he will pursue a political program, called "New China", which shall create, as he himself said, "a friendlier state for the people with more social services, make China the nation that upholds stability and peace in the region and will industrialize China and make it a great economic power."

The main points of the program are:

  1. To decrease the amount of money spend in the military and increase the amount of money spend on education and healthcare.
  2. Create a social state which shall ensure truly free healthcare and education for it's citizens.
  3. Pursue a peaceful foreign policy based on economic and defensive agreements with the Empire's neighbors.
  4. Industrialization of China both by foreign and state investment.

Emperor Dongfang has stated that in order to accomplish this program, except for the state officials, the citizens should also do their best and work towards implementing this program, for all Chinese people need to work together to create this new and better China, not only for themselves, but also for their children and grandchildren.

The Marquise of Bordeaux sat upon his stool. A double reverse quadruple agent, a commoner amongst barons, and now, a marquise amongst representatives. The French head of Foreign Intelligence, since the Baron’s rule. Hailing from an indeterminate region of France, an enthusiast of sharp suits and even sharper knives. Born as a son of an alcoholic and a prostitute under the old regime, he had shot, stabbed, begged, bribed and crawled his way up the social ladder of the old tyrannical Commune. He himself had been poisoned, shot, executed, stabbed and blown up, and came out unscathed. So he was not a man to be scared easily. Indeed, he was a man who scared others easily. Even Pierre, the brave reformer who, with his contacts in the army, had re-organized the commune’s entire society into a democracy, feared the Marquise.


And yet now, the marquise was afraid. The news that was coming from the outlands was well… outlandish. When he had first heard it, he was inclined to believe that his contacts had gone mad. This sounds reasonable, until one realizes who these contacts were. These were thousands people who the Marquise or his closest men and women had personally found, raised (sometimes from childhood), and trained. They had kept tabs on the ROTFL’s mobilization when war between the two European nations seemed likely. They had given him information on the Japan crisis, before the rest of the world had heard the phrase “Mainland Japan”. They had told him about Pierre’s rise when Pierre was still a starry-eyed Lieutenant. But what he was hearing now was much less plausible than the extremely unlikely event of thousands of reasonable and loyal operatives suddenly going insane.


But then, he heard foreign intelligence chatter reporting the same things. Throughout the outlands, regions of the world like Germany, Pakistan, the Amazon and the Congo, which remained unincorporated into the post-plague, post-collapse civilization, local people were finding functional nuclear warheads. They didn’t have the capacity to launch them, but yet they were there.


He had run a basic statistical analysis program on the known warhead’s serial numbers, and got a rough estimate of how many of them there were: 6 million. That didn’t make sense. It was literally impossible. If the entire world spent all of its resource output, with its best technology, into making nuclear warheads, it could not make that many. Even at the height of the Twilight Struggle between the US and USSR, there had not been that many nuclear warheads in the world. And yet, here they were. They shouldn’t exist, but they do, and it was no longer possible to deny that.


The Marquise knew what this meant. Nothing on Earth could have made these devices. Only a cosmic superpower could have covertly seeded the plant’s surface with nuclear bombs. This was an extraterrestrial invasion, of the most baffling sort. These bombs were well within the means of even the smallest rouge state. Even Vinland, whose lunatic leadership had recently declared war on half the world, could easily obtain an arsenal that would rival the size of the old Soviet Union’s. Whatever planted them here wanted us to find them, and to use them. To use them to annihilate each other, without it having to even lift a finger.


However, right now, there was an even more pressing issue. France needed to be safe from the oncoming nuclear storm. The Marquise loved his country for what it could become. He also hated it for what it had done to him. And right now, he needed to find a plan to save it from an arsenal capable of sterilizing the planet.


An emergency meeting of the French High Council had been summoned. Select politicians, military leaders and scientists assembled in the War Room. President Pierre entered in simple workman’s clothes, a man of the people to the end.


Marquise: “You have three listning devices on you, Pierre, one of which is planted by a foreign intelligence service. Two are attached to the bottom of your briefcase, and one is designed to appear like a button on your jacket.”


Pierre: “Good morning to you to. You have five listening devices on you, two of which are foreign. Check the bottom of your chair, and the handle of your coffee cup. Their both hollow.”


The Marquise blushed, realizing that Pierre was right. No wonder the general was still alive, he knew the tradecraft as well as the experts. A wheelchair rolled into the room, bearing Dr. Robert De Sade, the head of the French nuclear program. The good doctor was physically crippled by Alien hand syndrome (http://en.wikipedia.org/wiki/Alien_hand_syndrome) in the left side of his body (hand and leg), but mentally, he was a genius, especially on the topic of everything radioactive. He spoke with a vaguely Germanic accent as he greeted the others assembled in the room.


Joan, Speaker of the opposition, head of the Socialist Party and brilliant Southern French industrialist rounded out the list of French “powers that be”, gathered in the room. In addition to her, a heavily encrypted signal livestreamed a video message of Anna Foster, a spy currently located on a small tundra island in the Hudson bay, where one warhead had been found. The warhead proudly bore the serial number 4320071 and had no other markings.


Marquise: “Ladies and Gentlemen. The topic of our assembly currently sits behind Ms. Foster, on an island near the border of the rouge state of Vinland. There are at least 4 million, probably 6 million such devices scattered throughout the world.”


De Sade: “Sir, vith all due respect. Zat is impossible. Zere is not enough enriched uranium in ze vorld to produce half zat number.”


Marquise: “And yet, I have numerous sources, internal and foreign, corroborating this. Please, look at the briefing folders in front of you. Within them are numerous images, tapes and transcripts that match the information currently being shown on screen.”

Faced with the risk of imminent invasion by the warmongering imperialists in Vinland, it is with greatest regret that Comrade McPortugesename has authorised the creation of Atomic Weaponry, in order to force a rapid end to the war. We hope that Vinland will see reason before we are forced to resort to the usage of such weaponry.

Joan, elected Speaker of the French Opposition Socialist party, sifted through the briefing documents. They were hundreds of briefings, photos, intercepted communications, news reports, etc, all of which pointed in the same direction. The outland nukes were real. At least, if these briefings were to be trusted. The Marquise was well embedded within the old French elite (though he disdained them as much as he disdained anyone else). This could all be some kind of power play by him: feeding us false information, to trick us into agreeing to do his bidding (Marshal law, anyone?). Such trickery was well within his style. But what was he trying to achieve? He looked genuinely lost and terrified, but the Marquise could look however he wanted. What would he suggest? She kept her suspicions quiet for now, to allow the spy to finish speaking.

Marquise: "As you all know, no force on this planet exists capable of producing this many weapons. Even during the height of the cold war, there were not this many warheads wandering the world, and back then, most of them were accounted for. And yet, countless sources point to their existence."

Pierre: "What is to be done about this? Our civilization is not prepared to survive thermonuclear annihilation."

Marquise: "That is why I have summoned you here. I do not know."

The room fell silent. If this was all a trick, then he was very committed to it. The expected pre-made plan did not come. It seemed like the Marquise genuinely didn't know what he was doing. That meant this was real. Joan's career as an industrialist, iron miner and political leader had not prepared her for this... Or had it? Mineshafts... Mineshafts...

Joan: "High Council, I have an idea. We can convert existing iron mines into bomb shelters. They often run deep below ground, far under the French Alps. If any regions in France can survive a direct nuclear strike, its those underground areas."

Marquise: "Nonsense. The mines would cave in. And besides, what would those inside eat? How would they get water, heat and energy? They would surely perish."

Dr. De Sade: "Ah, but vat she says iz not as absurd az you seem to believe, Marquise. Ze shafts can be reinforced, and, if zey are dug deep enough into ze ground, will withstand ze shock. Within ze shafts, farms of fungi can provide ze nutrients necessary to ensure survival. Vater can be extracted from underground deposits. Nuclear or geothermal reactors can provide ze power necessary to maintain comfortable temperature and lighting within zes shelters."

Pierre: "And how shall we decide who will be saved in these shelters? Who will live, and who will die?"

De Sade: "Zat burden, I fear, shall not be upon us. Vith the current state of our early warning system, by ze time ve learn about a nuclear strike, ve vill already be incinerated. Only those already in ze shelters vill survive."

De Sade's "alien limb" left arm grabbed a pencil, and began doodling upon his briefing packet. He grabbed it with his functional right arm, restoring it to its normal place in his wheelchair.

Joan: "So then, at any given time, a randomly selected group of French citizens will populate the shelters, along with a randomly chosen government official. Every few hours, the group of designated survivors will rotate."

De Sade: "Of course, ze designated survivors must be chosen from amongst able bodied, young and intelligent men and women, and in a gender ratio that vould be conducive to rapid re-population of ze surface, once ze fallout clears, while at ze same time, not so skewed as to overtax ze resources of ze shelter."

Marquise: "I have a proposal that would protect the entire French nation, rather than just a small part of it. We need to create an SDI. A defense system of Satellites that would be able to detect a nuclear launch, and respond to it immediately, by destroying the ICBM from orbit. Such a system would give us total certainty of safety."

Pierre: "I do not see why these ideas must be mutually exclusive. I will contact the treasury to obtain information regarding the feasibility of an SDI. In the meantime, we will commence the construction of bomb shelters, and expansion of existing mineshafts."

The Marquise's sudden flash of inspiration did not sit well with Joan, who still suspected that all of this could be false information, the cover for a hostile takeover. However, his plan overall sounded good, if it was practical (which she doubted). She was similarly disconcerted by De Sade's non-random selection, though he was hard to argue with. She decided to bring up her suspicions to Pierre in private later. For now, we had at least the beginning of a defense, in case the Marquise's rogue nukes turn out to be real.

The latest update is simply a commitment from NedimNapoleon to continue the game, rather than a compilation of the orders that occurred after Update 13 (since Update 14's stats are identical to those of Update 13, for those who didn't notice).

So, I think that it is fair to play forward with the belief that all orders given after Update 13 will actually appear in Update 15. This fact would include the formation of any new countries after the Update 13 post.

This fact essentially means that only those players who haven't given orders after Update 13 or who want to change their orders are required to post orders. That said, all of the role-playing that you want to do to help spice up the game will be highly encouraged.

It also means that any player who gave their orders previously but is slow to get back into the game won't really lose out... they will still have a chance to get back into the game after Update 15 without having lost a turnset.

That said, not to necessarily speak on behalf of other players, but I have to assume that certain orders, which were seemingly stated in response to the game temporarily ending, are not going to count, unless they are explicitly restated, such as this one:

As usual, I expect the Game Master to use his best judgment.

Latino Nation's Minister of Trade: The Republic of Vinland has forced our hand. It is time to reveal an arrangement with The Democratic Peoples Republic of Brazil and the African Coast which was forged at the formation of our world as we know it. When the following agreement was made:

Latino Nation's Military Commander: We strongly urge the Republic of Vinland to back down. Our nation stands by its agreements, but it is not too late to back down and avoid dragging much of the world into yet another war.
